Encon is a full-service environmental engineering firm with an in-house environmental property brokerage platform focused on commercial and industrial real estate in California.

Our environmental team performs Phase I and Phase II ESAs, site investigations, and remedial design to address contamination and regulatory directives. Once a property is positioned for sale or refinancing, our real estate division provides market insight and brokerage support to move the transaction forward.

This combination allows us to help owners and investors move from “problem property” to market-ready asset, particularly in the Los Angeles industrial corridors and other infill markets where environmental issues are common.

Phase I Environmental Site Assessments

Encon has prepared well over a thousand Phase I ESAs for commercial and industrial properties throughout California, including many used by banks and lending institutions to support loans.

A Phase I ESA reviews current and historical uses of the subject property and surrounding area to identify recognized environmental conditions (RECs). Our reports are tailored to real estate decision-making—helping owners, buyers, brokers, attorneys, and lenders understand potential liability and next steps.

Typical Phase I ESA elements:
  • Site reconnaissance and interviews with knowledgeable parties.
  • Review of historical aerials, fire insurance maps, city directories, and permits.
  • Regulatory database review for the property and surrounding area.
  • Identification and discussion of RECs and data gaps.
  • Recommendations regarding the need for Phase II investigation.

Phase II Property Investigations

When a Phase I ESA identifies RECs, Encon designs Phase II investigations that are specific to your site, proposed use, and timeline. Our field crews perform soil, soil gas, and groundwater sampling across California using our direct-push (e.g., Geoprobe) equipment and other drilling methods as needed.

Samples are submitted to certified laboratories for analysis. Encon’s Professional Engineer and Professional Geologist interpret the results, prepare clear reports, and outline practical options for managing risk and moving the deal forward.

Phase II services include:
  • Development of investigation work plans responsive to lender and regulatory needs.
  • Soil, soil vapor, and groundwater sampling programs.
  • Use of direct-push and drilling methods (including Geoprobe systems).
  • Laboratory coordination and chain-of-custody management.
  • Reporting with conclusions, risk perspective, and recommended next steps.

Phase III Cleanup and Property Repositioning

For contaminated properties, Encon works with owners and their advisors to develop cleanup strategies that align with development goals. We help move sites from investigation into remediation and ultimately toward regulatory closure or risk-managed reuse.

Our experience includes fueling facilities, legacy industrial properties, and sites being converted to retail, restaurant, educational, and other community uses across California.

Phase III / cleanup support:
  • Development of site-specific remedial action plans.
  • Soil excavation, in-situ treatment, and groundwater cleanup approaches.
  • Coordination with local and state environmental agencies.
  • Integration of cleanup activities with construction and redevelopment schedules.
  • Documentation to support regulatory closure and future property use.
